The duration of the agreement runs from 1 January 2017 to 31 December 2020. The city says the increases coincide with other municipal locations across the province and are inflation-oriented. This agreement stands in stark contrast to the last four-year contract between the two parties, when the two CUPE residents agreed to 0.5% and a signing bonus for 2013, 0.75% in 2014 and 2% in 2015 and 2016. This came at the end of a year of often fierce negotiations, culminating in a one-day shutdown of city staff and a last-minute agreement to avoid a general strike. Increases with the new agreement include 2% in 2017, 1.5% in 2018, 1.5% in 2019 and 1.75% in 2020. .
